SOUNDBITE (English) Robert Zoellick, World Bank President: "We've broken the fall of the financial crisis, but it's certainly too early to declare success. Two thousand nine (2009) will continue to be a difficult year and two thousand ten (2010) when much of the stimulus action will run out remains a highly uncertain economic year." 4. Cutaway journalists 5. SOUNDBITE (English) Robert Zoellick, World Bank President: "The danger today is no longer, fortunately, one of a collapsing world economy. The danger today is one of complacency. If the crisis wanes, there will be a natural tendency to return to business as usual and it will become harder to convince countries to cooperate in order to address many of the problems that led to this crisis, that put millions of livelihoods of people at risk and the problems that we will face coming out of the crisis. Therefore we have to seize this moment to press reform." 6. Cutaway journalists 7. President of the International Monetary Fund Dominique Strauss-Khan walking to the podium 8. Wide of the top table 9. SOUNDBITE (English) Dominique Strauss-Khan, IMF President: "There are still some risks, and we cannot avoid underlining those risks. Let me just mention two of them. The first one will be premature withdrawal from the stimulus which has been put in place. Both on the monetary side and on the fiscal side. If growth is coming back, it's mainly because of the fiscal stimulus, which has been implemented following the advice of the IMF by all the countries having some fiscal room. Now it does not mean that it's time for implementing the exit strategy." 10. Cutaway midshot of presser 11. SOUNDBITE (English) Dominique Strauss-Khan, IMF President: "This annual meeting may be the starting point of a new IMF and you may say later when you are talking with your grandchildren that you were in Istanbul at this time." 12. Wide of new conference ending STORYLINE World Bank president Robert Zoellick warned on Friday that the international lender could find money running tight within a year, if crisis-driven demands on its funding keep up at their record pace and the richer countries fail to stump up more cash. Speaking to reporters ahead of the start of annual meetings of the World Bank and International Monetary Fund in Istanbul, Zoellick said the World Bank deployed a record 33 (b) billion US dollars in its fiscal year to June 2009 and is already on course to lend a further 40 (b) billion US dollars this year. At present, the World Bank has 100 (b) billion US dollars to lend to middle-income countries - the poorest countries get lending from the World Bank by different means and at different rates. If, and when, that money runs dry, the Bank may have to resort to rationing. Zoellick warned that the major danger in the world at the moment is that the fledgling recovery reduces global cooperation and the need for reform, particularly in the financial sector. "The danger today is no longer, fortunately, one of a collapsing world economy," he said. "The danger today is one of complacency." "We have to seize this moment to press reform," said Zoellick. Dominique Strauss-Khan, President of the International Monetary Fund, had a similar message to deliver. "There are still some risks, and we can not avoid underlining those risks," he said. The IMF is considering how the world's banks can pay more to help insure the financial system from another crisis and possibly assist poorer countries in the battle against climate change. Strauss-Kahn said it was only right that the financial world contributed more. Those pressures are evident in the money that the bank is burning through.
